The Partnership Network (TPN) is a network of intermediary organizations that provide skill and knowledge building opportunities and resources to community development corporations and community based organizations. The goal of the Partnership is to improve communication, identify partnerships, and increase efficiency and effectiveness of capacity building efforts within the community development sector. In all their work, the Partnership focuses on building the capacity of grassroots groups and organizations in order to improve the lives of residents. Neighborhood Allies serves as the convener for the Partnership, bringing intermediary organizations together to address issues and opportunities in the capacity building sector and facilitating meetings to ensure collaborative process proceeds smoothly. A smaller committee made of multiple partners exists to closely monitor capacity building efforts and ensure consistent effort toward Partnership goals.

We are looking to engage a team of consultants to help establish the foundation for the Partnership. This work includes working closely with members to identify a shared purpose, identify and understand high-impact efforts, develop strategy, identify performance metrics, develop an effective operating structure, and create a feedback loop to ensure effectiveness of efforts. A team of consultants who have strong experience and understanding of the community development system, creating strong collaboration, strategy development, performance management, and effective operating structures are considered for this proposal. 

Guidelines and Requirements:

This is an open and competitive process for a qualified professional service firms and freelance consultants. Submissions will be accepted till Thursday, May 4th 2017. If the execution of work to be performed by your company requires the hiring of sub-contractors you must clearly state this in your proposal. Sub-contractors must be identified and the work they will perform must be defined. In your proposal please provide the name, address, and EIN of the sub-contractor. We will not refuse a proposal based upon the use of sub-contractors; however we retain the right to refuse the sub-contractors you have selected.

The proposal should include the following information:

  • Detailed Summary of your skills, experience, and ideas toward the Project Scope.
  • References (past clients)
  • Case studies and/or samples of work and proof of qualifications (resume, client recommendations, etc.)
  • Budget breakdown: demonstration of how hours will be allocated to each aspect of the scope as well as the hourly rate of the consultant’s services.

All proposals should be submitted via email to with “Organization and Strategy Development of TPN” in the subject line. Following your submission, firms that submit qualifying proposals will be interviewed by Neighborhood Allies team members during the time period May 1st – 12th.  Final decisions will be made on/or before Thursday, May 18th.
